  1. The earliest time New Yorkers can place trash on the street will soon be moved back 4 hours to 8 p.m., Mayor Eric Adams announced on Monday, hoping the change in policy will lessen the amount passersby walk past piles of black trash bags. He’s also hoping putting trash out later will cut off–at least in part–the food supply for rats. (New York City Patch)
  2. Ryder, a Central Park carriage horse that collapsed on a city street in August, has died, according to an animal rights advocacy group. The Manhattan District Attorney’s office is still investigating the collapse. (New York City Patch)
  3. Staff at Rikers Island may have tampered with data showing that on several instances they kept new detainees in cramped intake cells for periods of time longer than the legal 24 hour limit, the Legal Aid Society announced. Detainees in intake quarters in many cases don’t have access to bathrooms, beds, food or medicine. (New York City Patch)
  4. Subway conductors have been instructed to announce to New Yorkers when police officers enter their train and when they arrive at a station where uniformed cops are patrolling. The new policy is an attempt to make straphangers feel safer while traversing the city. (Subscription/New York Daily News)
  5. Mayor Adams’ new zoning reform proposals aim to transform NYC into a “City Of Yes” by spurring housing development, eliminating restrictions on rooftop solar panels, removing an antiquated restriction on dancing and much more. (AMNY)
